Engineering & Facilities Development Authority
A 1972 graduate from the University of South Wales and an alumnus of Barewa College, Abdula Bukar was born on 25th July 1948 in Daura, Katsina State. He is an all-round oil and gas Facilities and Field development Engineer with 50 years’ experience in the Nigerian Oil and Gas Industry. He has a sound understanding of the international and local oil and gas industry and a well proven track record of gas development. As General Manager Facilities in Shell Nigeria, he managed several technically and commercially complex large budget projects in excess of US$0.500 billion involving large multi-cultural/multi-discipline teams. He has established long standing relationships with E&P professionals internationally and locally and a good understanding of the key issues of the Nigerian Oil & Gas Industry especially in relation to matters of the Niger-Delta where he has long standing relationships spanning more than 35 years. Currently serving on the Board of Frontier Oil Limited, as well as its Director for Engineering, and was at one time in Seven Energy Ltd, and helped deliver the largest Indigenous Gas producer to the Power Sector in the Eastern part of Nigeria. A Fellow of the Nigerian Society of Engineers and COREN registered engineer, he was a Non-Executive Director on the Board of NNPC during July 2012 through June 2015. He became a member of the Daura Emirate Council as Sarkin Kudu, in 2008. He is married to Rakiya and blessed with children and grandchildren.

Exploration & Deepwater Development Pioneer
Has over 50 years Oil and Gas experience. Graduated B.Sc.in Geology from University of Ibadan and M. Sc. In Petroleum Geology from the University of Tulsa, Tulsa, Oklahoma USA. His thesis “Abnormal Fluid Pressure in the Subsurface of the Niger Delta” was one of the early studies applied to exploration and field deep discoveries in the Niger delta. Consequently, as the Chief Geologist and Exploration Manager, he contributed to the evolution of deep drilling and new discoveries in the Niger Delta. He organized the OPTS Exploration Subcommittee and obtained a profit margin incentive to fund exploration activities and ensure reserves addition. Was seconded to ENI in Italy where he worked in various operational districts and departments. As General Manager Exploration he coordinated all the Exploration Business Development Activities of the ENI companies in Nigeria; he also set up the External relations department and managed key external relationships providing access to key decision makers and regulators. He was an Executive Director and Board Member of Nigerian Agip Oil Company Limited He was involved in setting up the Nigerian Agip Exploration Ltd, an ENI company in Deepwater business in Nigeria, and served as its first General Manager and Executive Director and Board Member. He handled ENI Deepwater direct operations and put the first deepwater field in Nigeria into production, and he coordinated ENI interests in other Deepwater ventures. He is a Consultant in Professionals Experts and Energy Company Limited.
Geology, External Affairs & Ethical Governance Leader
A professional geologist, Omuku held senior positions in Shell Nigeria and Shell UK before his appointment as Shell Nigeria’s chief geologist, during which time many of the fields in the current Shell divestment were discovered. He was later appointed an Executive Director External Affairs, Director of Shell Trustees Ltd, Chairman, Board of Shell Nigeria Gas, and Senior Advisor, Shell International, London, a position he held until he retired from Shell. A past President of the Nigerian Association of Petroleum Explorationists (NAPE), Omuku is a Fellow of NAPE, has received NAPE’s highest award, the Aret Adam’s Award, and is a Fellow of the Nigerian Mining and Geosciences Society (NMGS). He has served as a member of the governing council of Ahmadu Bello University, Zaria, a member of the board of Nigerian Mining Corporation, pioneer Chairman of the Rivers Sate of Nigeria Bureau of Public Procurement, pioneer Chairman of the Rivers State (of Nigeria) Sustainable Development Agency, and Archbishop of Canterbury’s Adviser on Anglican Communion Affairs. Omuku was a member of the Board of Trustees of the Rivers Community Development Foundation (set up by the World Bank), member Committee of Reference F&C Asset Management ethical investment funds (2010-2014), and a member of Friends Life Stewardship Committee of Reference on ethical investment (2015-2019); consecrated a Bishop of South Sudan and Sudan, he is an Assistant Bishop in the Diocese of Southwark, Church of England, and the Archbishop of Canterbury’s Special Representative on Conflict in Sub-Saharan Africa; he is chairman BOJ Energy Ltd, and chairman Alluvial Trade Advisory Board. As chairman VP Global Integrated Energy Ltd, he played a strategic role in the successful acquisition of Shell’s OML 42 by the Neconde consortium.
